This SPMU Brows Training Manual course will provide students with the theoretical information in order to conduct successful semi-permanent make up treatments legally and safely. 

SPMU Brows Regulations and Legislations 

Regulation Summary 

The Civic Government (Scotland) Act 1982 (Licensing of Skin Piercing and Tattooing) Order 2006 gives Local Authorities the power to license individuals who carry out skin piercing or tattooing activities as a business. 

The Order lays out a number of requirements aimed at reducing, if not removing, risks to public health from these practices. As well as setting out criteria that operators must adhere to, the act also prohibits the tattooing of people under the age of 18 years and restricts the activity of skin piercing on people under the age of 16 years unless accompanied by a person with parental rights. 

A person carrying out the activity of skin piercing or tattooing without a license shall be guilty of an offence and liable, on summary conviction to a fine not exceeding level 4 on the standard scale. 

If a condition attached to a license is not complied with, the holder of the license shall be guilty of an offence a liable on summary conviction to a fine not exceeding level 3 on the standard scale. 

Application Evaluation Process where the activity of skin piercing or tattooing takes place in a fixed premise (including a domestic dwelling), the following conditions must be met: 

• The applicant must be determined as being fit and proper having regard to the knowledge, skill, training and experience which the applicant can demonstrate in relation to the activity or activities which are to be carried out 

• Separate rooms must be provided for the waiting area and carrying out any skin piercing/tattooing activities 
• The waiting area must display a notice advising that piercings will not be carried out on any child under the age of 16 unless accompanied by someone who has parental rights and has given their permission in writing 
• The waiting area must also display a notice that tattooing will not be carried out on anyone under the age of 18
